The Challenge

BeforeThe site contained an abandoned automotive storage building that had long been an eyesore to the neighboring resident. The City of La Habra identified this particular site as one of the most blighted parcels in its downtown. Hoping to rejuvenate the site as part of a broader specific plan, La Habra city officials sought a developer who understood the City's goal of enhancing the visual character and pedestrian environment of downtown. The City initially worked with a local developer, who was unable to create a site plan compatible with the City's goals.

 
The Journey
RCF assumed control of the escrow, and planned the site in a manner that resolved several of the property's development constraints, including an onerous sewer easement. Working closely with the City, RCF devised a site plan that both accommodated the sewer easement and related parcel issues, while remaining consistent with the City's goals. RCF also devised new design standards, which motivated the City to approve more interactive pedestrian elements to the project.
 
The Results
AfterConstruction is complete, and families have moved into the new single-family homes that now occupy a previously vacant and blighted spot in La Habra's downtown. The addition of these units has helped to enliven the downtown area, attract development, and strengthen the community. The houses, priced at market rate as workforce housing, sold out shortly after they went on the market and prior to construction being completed.
